How far down is the plumbing usually from the deck?

My pool was built 30years ago and I can see the plumbing is not the best design. My main drain does not work at all. I only have one suction line from the bottom of the skimmer. It's all also 1.5" pipe. I also have a leak on my 2 return jets at the stairs so I can only use my 2 returns in the main pool.

I want to replace the pool deck and at that point I want to dig and redo some plumbing. How deep are the pipes usually? Is this getting into the cost of a whole new pool or is this doable.

I have a 18x36 vinyl with vermiculite bottom and fiberglass walls.

mine are at the same level as the return jets. i had my concrete patio torn out and put in decorative concrete. the main pipe lines did not interfere.

I replaced liner at same time, so yes I did.
