May sound like an obvious answer, but I'm serious. I have a 24' round Venture steel walled agp kit from family leisure. I'm going to set it on a continuous rim of pavers instead of simply putting pavers under the legs only, for several reasons. I'd like to have the pavers circle location right on the first time. When they say it's a 24' pool, where are they measuring it? if the wall itself is going to be 24', I'll set the pavers in a 25' od circle, to leave six inches all around for the legs, which extend on the outside of the wall circle. Thanks.

The installation manual will have the info you need.

Generally when setting the pavers you build part of the pool frame first and mark exactly where the legs will go then set the pavers and build the rest of the pool on top of them. There isn't much benefit to having a ring under the whole wall. Actually I'd be worried about the pavers that weren't being pushed down by the pool legs heaving or shifting into the bottom edge of the wall and hurting the wall or the liner.
