Replaced heater completely. After it still wouldn't heat above 89 degrees, I noticed that it would heat up to the set temp if I repeatedly ran the jets throughout the day. Although I could hear the circ pump working, I replaced it anyway, assuming something had gone wrong w/ the impeller. After replacing, it still wouldn't heat w/ just the circ pump. Any suggestions?

you need to follow the pipes from the output of the pump to the input of the filter and then to the heater ... On my pool the pool pump also runs the spa filtering. there are auto valves that change the piping to send the pump output to direct to the spa returns ....
I also have spa jets that run on a different pump. those just move water - don't filter it OR heat it since the pipes don't run to the heater
