Hayward ProLogic Display not coming on

My display is not coming on. I’ve tried doing a little trouble shooting with what little knowledge I have. I tried testing the voltage going to the board on the black and white wires..I have 123 volts AC. I then unplugged the display and tested pins 1 and 3 and got -2.3V DC. That’s about the extent of my knowledge...and that could be wrong. Haha! am I correct in thinning my board is bad?
