Hayward Goldline Prologic Salt Cell Runs Constantly

Any idea why in my Prologic SETTINGS the settings for Pool Chlorinator % and Superchlorinate are missing? I can switch the chlorinator on and off in the DIAGNOSTIC SETTINGS, but can't set the level or superchlorinate. From the hum of the transformer and warmth in the upper right of the cabinet, I'm guessing the cell is constantly running. I've tried my backup cell and it acts the same way.

Which Pro Logic?
I don't have a Diagnostic Settings ... there is a Diagnostic menu of parameters, but nothing to adjust. Then there is Settings, and most of the main settings are in the locked Configuration menu.
