Handle won’t go up/down enough to lock

The handle shown won’t go up all the way or down to be able to turn to locking position. Anyone suggestions?

Hummmm, it looks a little worn on the outside. You may need to open it up and inspect the handle and o-rings. You might get lucky just lubing it up. If worn internally, there are rebuild kits for those, or perhaps just replace it altogether. If that's the case, maybe consider a multiport valve so you'll have WASTE and RECIRC options in the future.
