Grout disintegrating and algae above water line

I have what appears to be algae along my tiles at the west end of the pool. It’s all above the waterline by 1-2 inches. Also my grout looks awful. Looks like sand possibly poor application/mix, but I think it’s wearing away when I brush it. The pool is 8 months old.

Most concerning is the grout under water and on the spa spillover. It seems to be disintegrating. When I brush it with a gentle brush, something is clearly coming off, looks like white smoke. I cleaned the spillover today, and it was like I dumped sand in the water below. I am also getting what feels like sand in the corners of the benches and stairs, but it’s stuck. It comes off with some heavy brushing. What am I dealing with? Is this because my pH creeps up every 2 days? How do I get it to stabilize?
 
Do you know what specific grout product was used?

Was it epoxy grout or sanded grout?
