Sand has sharp edges that catch debris. If you break a bottle in the ocean and you step on it, you’ll cut your foot. Five years later, erosion has turned that broken glass into a pretty polished rounded edges piece or art. Same thing happens to sand. The sharp edges erode away and after time are incapable of capturing smaller debris like algae.

I’ve had great success changing sand, but you’re right , it isn’t a cure all.
Usually, when the sand really needs to be replaced, it's because the pool has been severely mismanaged or neglected.
Under good conditions, sand can last for decades.
