My pool fountain sits higher than the level of my pool and has 2 steps down that spill over into the main pool. Lately, when I turn off the fountains the fountain water levels drain down and it takes awhile to fill back up and start flowing when I turn the fountains back on. They run on their own pump if that helps diagnose my issue. Thank you!

It is something new they just discovered.. It is called gravity. Almost like magic it forces water to try and maintain the same level..
The only way to fight gravity is with a check valve.. If it worked before and now does not, it means your check valve is bad.
Check the line that feeds your fountain and see if you can identify a check valve. If you are not sure, show us some pics...
