Florida pool with some questions

Helping a client with a vacation home in Florida. Pool was refinished in dimond brite about 6 weeks ago with new equipment on the pad which includes a HP for the shoulder season. Client says pool contractor said not to use the heater for 90 days as it can "discolor" or have an effect on the finish which I've never heard. Is this truly an issue, please fill me in.

Secondly and thirdly;
I enclosed pictures of the before and after (was not involved in any of this until this evening)
a) There is an area where there is staining on the new deck which I've highlighted in the red but the same is more or less all over the pool deck around the pool area where the new screened in part will be. As you could see in the "before" pictures the original pool deck consisted of some kind of brownish loose stone. The highlighted green area which is now tiled was a grass area before this restoration which has no staining at all. Process of elimination tells me the staining is bleed through. The deck tile is porcelain and the rep came by and said they believe it's bleed through. The pool contractor says he's never had this problem with similar restorations. He tried cleaning it but staining keeps coming back so obviously this is a reaction of some sort possibly the mortar reacting with the stone. The guy is licensed, insured and bonded as this is a HOA which I believe is a prerequisite.....
Does my client contact his insurance directly or how does this get worked out.

b) To me it doesn't seem like there's a expansion joint. Is this a problem in Florida too.

Why no heater use for first 30 days? With new plaster there is a lot of plaster dust in the water and the pH is usually very high. When you heat water the potential for scale formation in the heater increases significantly. The actual timeframe for waiting to use the heater has no real merit. As long as the plaster dust is under control and the pH is in range there is no reason not to use it. Your risk of rushing to use the heater is scale clogging up the heater coil.

There is debate if an expansion joint is required when a deck is loosely laid pavers.

We have seen cracked pools with paver decks where the pavers were so tightly laid the deck was a solid structure that put pressure on the bond beam. The expansion joint is good insurance against cracking even with a paver deck.
