Only question is do I use the result for PH from the side by side block? I followed the sheet and didn’t see a separate ph test.

Your FC is low. You need to follow this link-->FC/CYA Levels

A CC of 1 is an indicator for a SLAM to clear the pool. I'd do the overnight chlorine loss test tonight. Link-->Overnight Chlorine Loss Test

I guess 1 last Q about the kit, for the CYA the "fill to bottom of label" is the 7.5L of pool water and the top of the label is the 15mL?

Yes, that is correct, 15ml to the top of the sticker.
