It ..IS....acceptable to lose up to 1 ppm of FC if you meet the other criteria for completing you SLAM.

Your numbers look pretty good. If you round your CYA number to make it 60, then base your target FC number on that number (around 7 FC). Depending on how stable your pH is you could consider lowering your TA Lowering Total Alkalinity

Isn't the CH too low?

No you have a vinyl pool so it doesn't really matter. It's only really important to have enough to protect plaster and some type of fibreglass pools. CH is only a real problem for vinyl pools when it gets too high and can causing scaling
