filter while water level is lower than skimmer?

I recently drained the pool due to high CYA. I'm a complete newbie at this bear in mind. I'm slowly refilling the pool and wondering if i can 'filter' on the sand pump while new water is being put in and also while the water level is just below the level of the skimmer?

Wait until the water level is sufficient for the skimmer to work.
You don't want to pull air in thru the skimmer.
