Electrolysis on NaCl only, or H2O too?

Hydrogen is produced. Oxygen is produced in small amounts.

The hydrogen is visible in the return water as tiny bubbles.

When significant amounts of chloride are in the water, the production of chlorine is dominant over the production of oxygen.
