Dolphin Active 20 pump control circuit board

Question: Does the Jumper J4 on the S2 33FF board need to be in place for the circuit board to work? My jumper clip (black thing) broke one of the pins off and came of when something fell on the board. Does the clip make continuity between the two pins or prevents them from connecting?

The jumper has a plastic outside and a metal inside.. When installed over both pins, it will short them together..
