Discoloration in Newly plastered with quartz pool

Four years ago I had my pool rep plastered and they put clear quartz in it to make it stronger. They said I just draining the pool and I can see dark streaks. Could it be the courts and how do get rid of them looks like street of dirt.

How does the water and plaster look with the pool filled?

You cannot judge plaster that has dried out.
