Deck Jet Threads looking unusable - is there a fix?

Somehow I lost $250 worth of plastic balls (ie. Pentiar Deck Jets) so I decided to purchase some new ones.

Only after I received them did I notice the damage to the threads of the pipe I'm supposed to screw the capture ring into. I can't even guess as to what happened to the threads.

Here is a picture of what I'm working with and what it should look like:

Here is a picture of the capture ring. it has about 3 or 4 "rows of threads".

Does anyone have any suggestions on how I could fix the threads or hack together another option?

Have you felt the threads to see if any of that is loose material like silicone caulk or pipe dope? I don't know if you can re-cut threads in PVC, but you could file it smooth and glue in the fittings. Before you do anything lets see what some other opinions are.

With my fingers crossed, I went out and checked and I'm confident its the PVC threads and not caulk or dope.
 
Somebody stuck a screwdriver and pried out the filler and balls. The only thing I know to do is use a dental pick amd small tools amd remove the high spots amd burrs. Then use a steel pipe nipple in that same size and chase the threads to clean the edges. Theres still enough thread to hold down the retainer rings. Basically pipe surgery.
 
Follow Jimmy's advice. I would cut about 4 grooves perpendicular to the threads in the metal pipe using a cut-off wheel on a grinder. You are basically making a thread tap out of the metal pipe. Take your time and go in and out to let the plastic cut away come out and you will be successful. It looks likevthete is still plenty of thread left.
