Deck foundation question

Hey guys! We are putting up a 10x20 ft deck (using deck blocks) around our Intex pool, and I have a quick question regarding the ground on which the blocks will be sitting on. I have river rocks around the perimeter of the pool, and am wondering if it will be okay to sit the blocks closest to the pool on top of the rock, or remove the rock to expose the soil, and THEN lay the blocks on the ground. *See pic*
Thoughts?

Welcome to TFP!

I’d scrape the rocks away to make things stabilize more quickly. The rocks might let it move laterally or work out from under the block.
 
I'm planning to redo the poolside deck for our ABG too. My plan is to get to bare ground, use paver base to level the blocks, surround each block with pea gravel to prevent shifting.
