Dealing with the 4 Diving board bolts

I have a relative with an in-ground pool who just removed their diving board. They had the 4 bolts cut down close to the cement patio level. Now we want to cover the tops of the bolts. Is there any product that would be good to cover the tops of the bolts that would also adhere to the cement so that no one steps on the severed bolts?

I would recommend drilling them out and then either concreting the holes or using a concrete caulk.
