Dead Algae?

I have had and still have from start up, I thought it was dirt. I can brush bottom and clouds up. When I back was it's worse. I have done everything possible, from treating mustered algie, to changing sand in filter. I am totally stumped! Please help!!

A few questions:
How do you test? Are you using a recommended test kits? Post a full set of those results:

How do you chlorinate? Are you using liquid chlorine, tabs, granular?
