How bad is it that restraining strap around 20’ Intex pool got cut? Pool is already full and in use.

Probably pretty bad. I would get a ratchet strap or 3 on it asap.

With that restraining strap cut, there's nothing holding that particular leg in place. It's now prone to move and bend out away from the pool, lessening the support and rigidity it gives that side of the pool.
I'd get a ratchet strap system, 3" to 4", and ratchet strap that entire pool before using it again.
