Cracks around Pool handrails

Last fall I noticed some small cracks around the handrails from the exit in our deep end (Recessed steps in side of pool wall). I filled with Sika flexible concrete sealant. Over winter the cracks have widened quite a lot, caused the aluminum cove to bow out approximately 3/8” over a span of around 7-8’. The cove is the top of the rail holding the automatic pool cover. What is the best option for repair as the sealant clearly didn’t work? It is hard to find pool repair people in my area (central Ohio).

There is no simple repair.

The ground under the deck has shifted and is putting pressure on the cove and pool wall. You need to demo the deck and dig out alone the pool wall to relieve the pressure.
