Cover Capped Port at pool bottom

For what ever reason I have a capped off port at the bottom of my pool, it wouldn't be a big deal but the pool cleaner gets caught on it and leaves keep getting in it.
I'm wondering what type of cover I should use for this, is there any that would not require me draining the pool, maybe a weighted one?

It looks like it has a small recess around the rim. I'd make a plastic cover for it that fits perfect. Just before you go down to seal it on, glob some gel super-glue. It'll survive the trip down to the bottom and should seal it up.
 
Thank you so much for your help, I'm not very good with this stuff so I would like to clarify.
Do you think I could buy some type of cover that will fit around it and the super glue to hold it?

I would use your ruler dimensions and make or try to find/buy a plastic disc the right size. Super Glue Gel would hold and can be used underwater and wet. Aquarium keepers have used it for years to glue rocks and coral in place in a running aquarium. You'd need to dive down and attach the cover which I assume someone has already done since your pic has the ruler in it.
