Confused help with K2006 test kit, new water fill no idea levels

I ordered my kit and it came today so I went out to test the water but the instructions say add R001 and R002 I don’t have either in my kit. Did I order the wrong kit or not understand something. The picture attached is of my kit. I just had new liner installed and I have no idea any levels right now.

Those reagents are for the DPD test. Color matching. You have the FAS-DPD test, R0870 powder and R0871 reagent. Put 10 ml of water in the vial, one scoop of powder, swirl it, and add reagent drops until sample goes clear. Each drop is 0.5 ppm FC.

So when using a 10ml sample, you only need 1 dipper of powder? I've been using 2 since that's what the directions say.

I tried the test and put The one of powder and it says if the water does not turn pink to keep adding and I did that and I got up to like six and it still wasn’t turning pink so I stopped. I feel like I’m not doing something right or my pool has absolutely no chlorine in it. Is it normal to have to use that many scoops to get the water to turn pink?
