I have some splotchy areas in my pool but from what I can tell it looks like it's due to troweling technique (or lack there of?). I've come to the conclusion that it's mainly around curves, around drain covers, step edges, etc. that it's most prominent.

I think with Pebble, more of the Pebble itself gets exposed from within the plaster when they are troweling, shaping and really working an area.
