I have a new spa for about a month. Water has been cloud since just a few days after filling. I tried shock, bromine boost, Water clarifier. Nothing works. Tried using strips and adjusting ph, still no luck. Should I drain and start over or what.

Yes,
I suggest you purge the tub before draining - even brand new tubs can have biofilms from the wet test at the factory. These biofilms can set you up for higher sanitizer demand right off the bat.
Ahhsome is the product most here use.
Then follow this guide for bromine

Or this guide for chlorine

You’ll also need a proper kit- the strips will steer you astray.

I had those exact same test strips that I ordered from Amazon when I first got my hot tub. I can't begin to tell you how off they were from my Taylor test kit. I mean like pH was reading low when it was high, FC was reading high when it was actually like 0.5. It was crazy how off they were. I also struggled with cloudy water when I was using them and I'm convinced it was just lack of sanitizer due to the off readings.
