Cloudy water. can't get clear

My pool is very cloudy. I have spent hundred of dollars on shock. metal free, phos free, pool perfect. etc with no discernible results. I also dove down to the bottom of the deep end ( which we can't see from the surface and there appears to be a slim covering of slime and algae. Finally, my filter , a Hayward DE4800, no longer manufactured, spikes up to 20 PSI almost immediately after backwashing and I lose all suction and power to the jets. As you can see, I have multiple problems and need some serious assistance. Please Help!

You need to follow the SLAM Process. To do that, you need a proper test kit, see Test Kits Compared. I suggest the TF-100 Test Kit ™
While you are waiting on your test kit, add 5 ppm FC worth of liquid chlorine / plain bleach to your pool each evening with the pump running.
Does your filter have a multiport valve such that you can place it on Recirculate?
I suggest you read ABC's of Pool Water Chemistry and consider reviewing the entire Pool School eBook.
