Can you vacuum pool when water level is below the skimmer?

I drained some water out of my pool and would like to vacuum the algae before I fill it back up if possible.

I don't know your setup. I know in my case the answer would be no. The hose doesn't fit tightly enough into the skimmer hole and it would suck air something fierce, which isn't good for the pump.

Depends on the setup, as LoneWolfArcher says. Can you give us some photos of your equipment and pool, and how you typically vacuum?

For above ground, run the hose into the skimmer while you are vacuuming to waste. This will help hold the seal for the vac-plate.
