Can I replace the vinyl ring on my bottom drain without causing mayhem?

I bought a new one of these Amazon.com: Hayward WGX1048B 7-7/8-Inch Vinyl Ring with Insert Replacement for Hayward Drain Cover and Suction Outlet: Garden & Outdoor

Because the screw holes on my current one are rusted out. Is it safe to remove this thing while there is water still in the pool?

I've never swapped one with water honestly. Usually during a liner change. I know it can be done but I would add weight in spots around the ring to prevent float up from the water that will get under it. Rig up a hose extension to a snorkel amd mask amd work quick, that's how we do underwater repairs
