Calcium crystals all over plaster

I had my pool build last summer and winterize it with a pool company. When we open a our pool this year we notice our pool plaster feel rough and no longer smooth. When I look at the pool plaster I notice all these tiny calcium crystals all over my plaster. Someone told me I might have to drain the pool and have someone sand it down. I dont want to have to do that since it is pretty brand new plaster. I put in orenda sc1000 scale and metal removal but so far it doesnt seem to work. I brush almost every day and see no improvement. I have well water so I am pretty sure that could be one of the reason. I have my pool water tested and balance once or twice a week. Do anyone have any suggestion to get rid of these tiny calcium crystals or what I can do?

AJW22 Thanks for the link. I read the link you provided and it helps understanding the calcium crystals but I dont see anyone have the solution or a way to remove it. I understand the chemical balance, water hardness, and harsh but just need figure a way to remove it.
 
I rub mine off using a flat, smooth river rock from my landscape. It takes them right off and doesn't appear to damage the plaster. I've been doing it for years. It's slow going, but it works.

There is no simple chemical way to remove it. Nothing you can pour int he water and it goes poof gone.

It takes elbow grease or power sanding to remove the crystals after they form.
