Breaker tripping

Hurricane Ida blew my fence on my power panel to my pump and the pvc piping from the pump to the filter, cracking the piping. I’ve replaced the piping but the pump keeps tripping the breaker. When disconnecting the wires from the rear of the pump, the breaker does not trip. The pump was off when the fence fell.

Does the motor shaft spin freely?

Was the pump motor submerged?
