Anybody have any ideas what is the rotating disk is at the bottom of the basket?

This is a b-152 aftermarket basket that replaces my Hayward SPX1082CA

It’s a weight so you don’t have to put a rock in it to prevent it floating.

Thanks Chief. While that makes sense, it doesn't seem to have much substance to it

I'll need rock anyway, to hold the hairnet in place
