Does it matter if bonding wire between equipment lays on possibly wet concrete floor? Or is attached to block walls with U straps? I would think not, but just checking.

Haven't run the bonding wire between IntelliCenter, pump, water bonder, and SWG yet (no bonding grid for pool & pool light is 12V). Tried unsuccessfully to find some pics of existing pads to see routing examples to see if wall anchor points are used or whether ok to run on floor between equipment. Probably much ado about nothing. 
It's fine to leave it on the floor. It doesn't matter if it gets wet.
