What is a megger?
Basically a high voltage ohm meter.
It could be used to test for leakage from the motor windings to ground, usually at a few thousand volts.

Test voltage hot (black) to neutral (white).
Pump off: 116.1
Pump on: 110.5
Test voltage neutral to ground (green) with pump running.
2.5 (is that weird?)
Test voltage neutral to bonding wire with pump running.
2.5
See above.
One other thing.
Stupid I know.
Set meter to ohms.
Touched one probe to bonding wire and one to the hot. Tripped the breaker.
That 2.5 volts neutral to ground is your tingle. You should not have current leakage to ground.
At least I know it’s from the pump.
When pump is off, no tingle.
Am I wrong in thinking this?
Doesn’t seem like stray voltage from other than the pump is an issue.

When I google “neutral to ground leakage” most pages say under 2 is normal. Some say 3v.
Regardless, I ordered a pump last night.
The thing is, you're going to see the same thing with the new pump.
Honestly, you should have an electrician come in.
appreciate the reply.
Why do you think i'm going to feel a tingle with the new pump?
I honestly don't know that you're feeling a tingle with the old pump. Perhaps it was the angle you had your finger at vs the water flow.
What I'm saying is you're still going to see the 2.5V+- difference between neutral and ground with the pump running.
That's why I'm saying if you have a concern, you should have it checked out.
