Bond beam crack?

I have a small inground pool in south Florida. It’s gunnite with a pebble type of finish. I’ve been in the house 2 years and don’t know anything about the history of the pool other than it was installed around 2005.

After moving in I noticed the tiles were uneven on the short “sun shelf” side of the pool and there was cracking in the grout. Looked to me like it had been repaired before. The decking and coping is poured concrete and there is no expansion gap. Other areas of the pool in areas without decking have brick coping. One area on the suspect part of the pool looks like it had broken off and been repaired. (See photos)

A few months ago a section of tile fell off and you can see the crack behind it which is the source of the problem. I’m wondering if this is a cracked beam, or a crack between the and the cantilevered deck that was poured. Seems like a bad design to me.

I’m having trouble finding a knowledgeable professional. One guy said it’s my deck sinking but he wasn’t certain and referred me to a concrete leveling specialist. If anything it looks like the deck has bulged up slightly. Im having someone new come out next week.
