Black/Brown Dots on Plaster?

I’ve never had any algae issues before, but could this be black algae? I scrubbed with pumice stone, also tried brush and acid and nothing..

Really seems to be located only on the horizontal of my steps, on one side of the pool. its odd.

Completed. I haven't had any issue in years, I am very OCD about balance. Being that its on the west side of pool and horizontal it leads me to believe something blew under the cover and settled on the steps. Something that a pumice stone and acid under water wont touch.

Can you scrape off anything from the spots?

Pick at the spots with a wooden BBQ skewer and grab what comes out. If you can pick it out then it is probably Black Algae.

I scrubbed with brush, pumice stone, and nothing… haven’t tried a wire brush yet, didn’t have one

I just watched a couple black algae videos, looked just like what I have. They crushed up some tri chlor tablet and it seemed to work, I may try that, pretty easy to try
