Had steel put it before concrete and all of a sudden the back hose bib does not work. I’m not sure if they purposefully did something to turn off the water. Any advice on how or why this happened and how to repair it?

Most houses have shut-offs to kill the water to the bibs for freezing conditions. I do not know if they do that in Orlando as it does not freeze there much, but I'd start there. Check where your water supply comes into the house by the pressure regulator.
Ours does not have a shut off of any kind other than out by the meter. Just an FYI.
