Thank you ChrisYou can check this with Pool Math in the "effects of adding" menu from the top left button. If I plug in your 25K pool and set power to 100% it will need to run 7.75 hr to generate 2 ppm FC. See below. During hot sun FC demand can be 4 ppm. At that point you're running 15 plus hours. This is one reason TFP recommends sizing for 2x your pool size. For reference my unit is sized for 30K on a 12800 gal pool. I run 50% power for 6-10 hrs depending on the weather and swimmer load. I have a screen enclosure so my pool FC demand rarely goes over 3 ppm.
Will it work? Yes, at least to start with and if you go this route I'd make sure you have a VS pump so you won't have a huge power bill. All you need is enough flow to open the flow switch which is often half speed or less. As the cell ages you'll probably have to run 24 hr to keep up. How long does that take? Maybe a couple of years and this depends a lot on how much FC demand you actually have plus how well you manage your chemistry.
Why can't you ask the PB to change? Late changes because you change your mind are different from a PB that under-sized the equipment. He should have leverage with the supplier to be able to make the exchange at reasonable cost.

I recalculated using the pentair pool volume calculator and it looks like between 19k and 20k
Weird I have 15, 16 and 17ft width x 34ft.
I have a section with inside step/shallow and deep end 7ft
Thats what I don't understand. My PB called the manufacturer today and reconfirmed that the amount that pool holds is about 20k. With an 8ft x 4ft depthfor reference, I have a similar shaped pool that’s about 34ft by 16ft with an 8ft deep end and it’s about 27k gallons, but that calculator comes up with 22700 Gallons. i had a pool guy come out and measure the perimeter with a rolling “tape measure” and calculated it that way. He came up with 27k gallons and the chemical dosing has turned out really close to matching that. so be careful with those estimators.
