Trouble with Auto Pilot DIG-220

A neighbor is having some issues with his AutoPilot DIG-220. I had a look at it, but can't determine if it's a bad power supply or just a bad cell. The testing shows that amps are at 0.6 at all times and the voltage starts at 32V, and drops to 2V over about a 2 minute period before going back to 32V and dropping again. The cell looks clean with a tiny bit of corrosion on one plate at one end. This same behavior occurs when running normally or when in "Boost" mode. The error display shows "Low Amps - Cell?"

Any suggestions?

Another neighbor has the same system, but a PPC3 cell instead of a PPC1. Could I test the PPC1 cell on the PPC3 system?

I don't know much about these salt systems as I use liquid chlorine in my own.
