Auto cover question

Hey all, I'm having issues with my auto cover stopping before it gets closed all the way. I read online that it's probably a dirty track and so I sprayed that out tonight and while it was better it still stopped like 8 inches short of closed. I also noticed the cable in the picture attached is detached on one side, the other side is still attached. Does anyone know what this cable does and could it be contributing to my cover not closing? It does seem like it's the built in clutch slipping when resistance is too high that's causing it to stop.

When mine was having a similar issue it was a failed pulley. It was adding resistance and triggered it to stop. I only attempt minor troubleshooting before I call in the cover company. Thankfully it hasn’t been very often.
