AQL-CHEM4 Confusion - Dilution

I just purchased the Hayward acid dispenser and am in the process of installing it, and I'm confused, it says Hayward recommends dilution rates of 1 gallon of Muriatic Acid to 3 gallons of water with Pools. Since 31.45% is roughly 1 part acid to 3 parts water does that mean I should just use 31.45% in the tank, or is it telling me I need to mix the gallon of 31.45% into 3 gallons of water before adding it into the tank.

Recommendations on how to do this without making an acidy mess? 5 gallon bucket and a funnel? Or is there a better way?

Put the water in the tank. Then add the acid.
Not the opposite. You always add acid to water.

Do you just let it run to the bottom then before you add more?

Or does it get diluted enough that you can add more water to the tank later and then add another gallon to top it off?

Just be careful adding water to the tank of dilute acid. The lower the level in the tank the better.
