AQL-CHEM4 Confusion - Dilution

I just purchased the Hayward acid dispenser and am in the process of installing it, and I'm confused, it says Hayward recommends dilution rates of 1 gallon of Muriatic Acid to 3 gallons of water with Pools. Since 31.45% is roughly 1 part acid to 3 parts water does that mean I should just use 31.45% in the tank, or is it telling me I need to mix the gallon of 31.45% into 3 gallons of water before adding it into the tank.
 
Mix the gallon of 31.45% into 3 gallons of water before adding it into the tank.
 
Put the water in the tank. Then add the acid.
Not the opposite. You always add acid to water.
 
Just be careful adding water to the tank of dilute acid. The lower the level in the tank the better.
