Air Intake for spa?

No I’ve tried turning while spa is running to see if it cuts jets or something and appears to have zero effect.
I’m really frustrated with my set up. I wish old owners told me more about the history of pool. I have a threaded port in side of pool that looks like it should be for pool vacuum and there’s a breaker that says pool vac too, but not tied to anything. Wondering why it would ever be taken out. Also the blower breaker I used and seems to not function correctly coming out of drains. Just a head scratcher
 
Did you ever figure out what the valve by the spa does?
We were in pool this afternoon and just for one last try I turned bubbler on and when it got violent I turned that valve close to
Spa to 45 degrees and turned into a normal bubbling spa. And air no longer came from floor? Can that be right? Is it possible that was the purpose of this pipe entire time? First pic shows it’s position to make jets comfortable and blow normal. normally facing spa like pic two. But when it’s in like pic two spa is violent

Moved from here.. New Pool - Pump sucking air in SPA mode and Blower is pushing through Spa main drain

New Pool - Pump sucking air in SPA mode and Blower is pushing air through Spa main drain when its turned on. I have the Pool builder coming out to fix the issue, but wondering what is going on???
I know this is an old post but I am curious what the outcome of this was? I attached a blower this weekend to a capped off pipe (99% certain old owners had a blower at one time because of a spare breaker labeled blower and no air out of jets without it) When I turned it on, air came out of jets as well as floor drain in spa. There is a random valve very close to spa (in ground) that I started playing with and it actually made the air stop coming from floor drains and tamed the air in jets? I am so confused. I have zero info from old owner on pool/spa set up or build so trying to just learn it all and figure out. pic two is the line that was capped and I attached blower to. Pic 1 is the valve that seemed to adjust the blower air (no idea how)
