Adding suction line to steel wall pool for water featurea

We have been doing the landscape around a new pool. The pool guy said we would have enough gpm to run a 36in sheer fall and 4 deck jets. Well we don't. We installed a 1hp larger pump and it's still not operating correctly. My question is can we install a suction line inside the pool to operate a separate pump for the water features.
 
Not sure how the builder plumbed in this setup. There should be a separate suction line and pump for the water feature and sheer decent system. Minimum of 2hp pump. Or you might need to open the valve up more on the return side for sheer decent or water feature. Maybe it’s closed or only 50/50 open. Without a diagram, I am only assuming.

There was no suction line or separate pump for the water features. I'm asking if I can add their 1.5 hp pump and put a suction line in the pool to get everything to work properly. We are a Landscape Co. and never had to add any plumbing. The pool co said the 1.5hp pentair pump would handle everything. We replaced it with 2.5 hp and it's still not enough. We installed 2 ball valves to regulate the flow to the returns but the water features still aren't working correctly. The pool is a 20x40 with a diving end. It has 1 main drain and 1 skimmer.

You would need to install two suction drains inside pool 3 feet apart per code with anti vortex drain covers on them. Back Haul that to the water feature suction pump. Then dedicated returns from that pump to the water feature. It sounds like the pool Equipment wants plumbed right by whoever they got a deal from. Thanks.

What size should we use? I know the 1.5 hp pentair has a 2" inlet. Also how deep under the water surface should we go with these?
