Add a seatbelt in pebble tec hot tub and after market step

This is a good one (I think)!

1) I have a disabled daughter that loves the pool and hot tub. Trying to figure out a way to attach a seat belt to hold her in place in the hot tub. She is NEVER left unattended but she slides out because her muscle condition makes her push her head back and her legs out. So someone has to always be next to her. She can sit by herself for hours as long as she can't flex her head back and legs out. We also have let her float in a life jacket but its nice for her to sit with her friends and family and not be "managed."

So can you drill into pebbletec? If so what type of drill bit and screws or attached with some type of silicone? It doesn't have to be super strong as she doesn't need much.

2) we also would love to add a step into the hot tub to make it easier to move her in and out. Currently it goes from the ground level all the way to the bench seat which is OK, but not the easist. Not interested to get a chairlift...yet.

Any ideas other than dropping a cinder block in there?

I'm not sure drilling a hole into the pebbletec and pool shell is a viable option.

You may wish to look into pool lifts. Your family members safety and security is paramount. Having and using the correct equipment for the job at hand will increase everyones enjoyment of the spa and pool.
 
Post some pics of your spa? Is it raised with an outside wall?

Maybe you can have straps that wrap down the wall and attach with Velcro to the wall.
 
You will have issues drilling pebbletec. The pebbles will pop out and leave a divot. As you will be covering that divot with an anchor plate for your seatbelt, I don't really see the issue. Seal your drilled hole with epoxy, maybe fill in the divot. Use stainless steel screws and plastic anchors. Don't drill too deep.
It is so nice, even necessary, to have enjoyable activities for our special needs children. Good for you, Dad. Just be safe, hyperthermia is real and dangerous.
 
It's close to your cinder block idea :(, but how about a couple of weights with eyelets, one on each side of her, and a chain or cable with bolt snap hooks. You could probably find a nylon strap to use in place of the chain/cable. I'm not sure how much weight it would take.

We have rubber weights--"bumper plates," I think they're called--for deadlifting in our weightroom. They're all the same diameter in weights from 10lbs to 45lbs. I might check those out -- they're comfortable to touch somehow, and I think they'd be fine in water (some have some metal in the center; some don't). I wonder if you could engineer something that's threaded through the central hole of the weight? Some even have multiple holes, if that makes sense:
