Looks like a screw in plug to cap a line. Is it threaded?

Sorry it's on my pool deck the are about 4 of them. One has a wide rust ring around it like water comes up out of it but when I unscrew the top there is just dirt and mud in the hole

Maybe a few more pictures of them and how they sit in relation to the pool / spa ?? Are there any capped lines near or at your pump/filter area ??

As the picture doesn't show much I could be off but I have a few of these on my deck, it's simply to cover the built in umbrella holes in the deck during the winter (made out of threaded PVC pipes)
