Have had Pebble Tec for about 4 years now and have noticed these spots in the pool. Could it be due to shock powder?

You mean the white spots? Are they white pebbles or plaster around the pebbles?

If I remember correctly the warranty paper work that came with my Pebble Tech warned against broadcasting powdered chlorine and powdered acid.

Not many of us here need to ever "shock" our pools...
I have three saltwater pools that are about 20 years old (combined) and have never added a single bag of Pool $tore shock..
