I have the ladder similar to if not the same as dmand2b and we like them alot. A few years ago I did have some algae growing INSIDE the legs 
. Found it when we took them out and dismantled them for winter. This spring I poured liquid chlorine in the legs 2 or 3 times before putting them back together and into the pool. Scrubbed out the legs too with a long brush, like the kind you can use under a refrigerator or in the dryer to gather lint. I plan on taking the top of the handles off and pouring some more chlorine in there this week for good measure. We haven't had any troubles structurally with the steps and it is our 3rd year with them.
If you are having algae issues where your ladder is now, try moving the ladder closer to the return. After we moved ours, there have been no problems.
