18x24 pole pool top rails/caps removal

I know similar questions been asked but not specifically pole pools and no straight knowledgeable answers.

Does anyone know if I can remove the top rails from my 18'x24' pole pool? I want to flap wheel the rust than paint them.

It will take forever to do one at time considering prep,, letting primer cure, then paint to cure before moving onto the next one.

Does anyone know the best paint to use?

I was thinking a direct to metal (DTM) 2 part Epoxy but big box stores don't carry it and it's quite expensive.
 
Could you upload a picture, not sure what a pole pool is...

I just bought this paint and it is specifically made to cover rusted metal forever.. it is also not cheap and has to be covered with normal paint because UV will kill it... From the reviews they say once you open the can put it on fast as it will harden fast in the can... Maybe use a roller to put it on fast..
