Poor water flow from the filter back to the pool

I am in the process of opening the pool for the season.
I added the 6.5 pounds of de via the skimmer to the filter.
The filter worked fine for e few minutes and than the flow became very low to a point where I had to turn off the pump.
After several attempts with same results, I opened the filter to find out that the powder did not stick to the fingers but was all in the bottom of the filter tank.
Also the valve shows high pressure of 26-30
Do I need a new filter or are there other issues?

Does the gauge go to 0 when the pump is off?

What does the water look like?

Yes, the gauge goes to 0 when the pump is off but climbs to about 28 shortly after I start the pump
The water is greenish

DE filters catch debris and clog quickly. Sounds like this could be normal.

Are you following the SLAM Process process to clear up the pool?
