Is it normal that water level in spa drops?

Our pump is on a timer and off at night.
When the pump is off the water level in the spa drops about 10inch.
I thought it's because it goes into the pool as the spa sits higher.
Normal operation there is a mini waterfall from the spa into the pool.

Today while troubleshooting the air in the filter, I valved the water to only come and go to the pool.
So the valaves for the spa should have been closed.
However the spa dropped in water level about 2 inches in 3 hours.

Is that normal?
Is that due to the valaves not being fully tight?

On most pools, there is a check valve somewhere on your equipment pad that prevents the spa from draining.

Most likely this valve is dirty or broken. If a Jandy type check valve, you can just open and clean it out, or replace the guts..
